COUNCIL APPROVES NEW GROW OP BYLAW

City council gave final approval to a new bylaw Monday targeting owners of residential properties used as marijuana grow operations or drug laboratories.

The new property maintenance and repair bylaw takes effect July 1 and is aimed at enhancing public safety and recovering costs associated with busting illegal drug operations.

Landlords and management companies are now responsible for inspecting their properties at least once every three months to ensure no drug operations are found.

If one is found and not reported to the city within 48 hours, landlords will be on the hook for all costs associated with the investigation, dismantling, permits, utility services, inspections and cleaning of the property.  Costs would also apply if the property owner does not inspect the premise and a grow op is found.

Copies of the bylaw are available at city hall or at www.richmond.ca.

Staff are expected to report to council in a few weeks on the viability of including commercial and industrial properties in the bylaw.

City council asked for the report after a massive fire ripped through a Bridgeport warehouse used as a marijuana grow operation two weeks ago.
